The method

Divide the numerator by the denominator to get a decimal, then multiply by 100. “Per cent” means per hundred, so the multiplication is a change of unit, not a change of value.

5 ÷ 8 = 0.625 → 0.625 × 100 = 62.5%

The shortcut worth knowing

When the denominator divides into 100 cleanly, scale directly: 3/25 becomes 12/100 by multiplying both terms by 4, so 12%. This is faster than dividing and is how the common fractions are usually memorised.

Improper fractions exceed 100%

That is correct, not an error. 5/4 is 125%. Percentages above 100 are fine whenever the quantity can exceed the reference — growth, marks with bonus credit, recovery rates.
